April 23, 2021 — Looking through her University of Manitoba Community Law Centre files early last summer, student supervisor and third-year law student Larissa Campbell noticed that a troubling number of Legal Aid clients with limited incomes were being assessed crushingly high mandatory minimum fines under The Tax Administration Miscellaneous Taxes Act for offences under The Tobacco Tax Act.
