CTV Winnipeg: Controversial contract in tow for Winnipeg towing company

Neil McArthur, the director of the Centre for Applied Ethics at the University of Manitoba talks to CTV Winnipeg on whether a recently awarded contract to a towing company by the City of Winnipeg is a conflict of interest.

“This is a very unusual situation,” said McArthur, adding, “This is very rare in city politics.”
