UM’s Flag Etiquette Policy and Procedure has been updated

At the University of Manitoba, flags are powerful symbols—of our shared identity, our values, and our care for one another. That’s why UM has updated its Flag Etiquette Policy and Procedure to better reflect current practice and established flag protocols and ensure respectful, meaningful recognition of significant events and individuals in our community.

The revised documents, now available online, clarify how and when flags may be lowered to half-mast as a symbol of collective mourning, and when guest or special flags may be flown on UM campuses. These changes follow a scheduled review of the policy and procedure, with consultation beginning in 2023.

Key updates include:

  • Full implementation of a “by request” model for lowering flags as a symbol of mourning. To enhance efficiency and ensure that the passing of a UM community member is properly honoured with the lowering of the flag, designated units will take the lead in initiating requests directly. Individuals will continue to be able to notify the university of the passing of a member of the UM community and request the flag is lowered.
  • Clearer roles and responsibilities for all those involved to help ensure consistent and timely recognition of community members.
  • New guidelines for where and when flags are lowered:
    • The Canadian flag atop the Administration Building will continue to be lowered to half-mast when appropriate.
    • In certain circumstances, the full grouping of flags at Chancellor Matheson and University Crescent may also be lowered.
  • Expanded guidance on guest and special flags, outlining the criteria for selecting which flags may be flown and specifying where they may be displayed on campus.
  • Improved coordination to ensure that, when the President’s Office is first notified of a passing, the appropriate units are informed and can support next steps.
